I have mp3 file that is 2hours long. I want to crop 15min of it. How do i do it without expensive software?

The 15min is in the middle of the original mp3 file. And I want the cropped audio to be also in mp3 format. My assumption is that once I do that, my new file will be much smaller in file size, proportional to the duration of the clip relative to the original.

Logitech Webcam records .avi file movies but won’t play on Windows Media Player?
I take care of my daughter during the day and record videos from my webcam to send to mom. She receives them in a .avi format and plays them on Windows Media Player, or at least tries to. She can hear the audio but can’t see the video which defeats the purpose of sending my videos. Does she need to install a “codec” on her Windows XP machine? Can you point me in the right direction, i.e. Link to download correct software? I don’t believe the webcam can record in any other format.

Which software uses to manage partition like Partition Magic and can be run in Windows Server 2003?
I’m running Windows server 2003 and I want to do some task in partition like resize, move, format… but Powerquest Partition Magic does not support this OS. Is there any software can meet my requirement ?
